Job Description:

Idaho Power Company is seeking a Regulatory Analyst on the Rate Design team who provides support for the Company's various regulatory activities, including tariff administration, regulatory ratemaking and compliance filings, pricing of regulated services, and program development. The Analyst works in a dynamic engaging environment with frequent (level I) or moderate (level II) direction. The Analyst, within a team environment, works to prepare and present analyses and conduct studies which support the goals and objectives of the Regulatory Affairs department. The successful candidate for this position will primarily be expected to provide guidance to internal and external customers regarding the application of the service provisions contained within the Company's tariff. Duties will include performing research, preparing models, and presenting findings or recommendations in written or verbal form.

REQUIRED SKILLS

Knowledge of:

  • Cost analysis

  • Financial and economic analysis techniques

  • Marginal cost analysis

Prefer:

  • Utility rate-making practices and procedures

  • IPC or other electric utility operations

  • Regulatory commission practices and procedures

  • Issues pertinent to the changing electric utility industry

  • IPC's rules, regulations, and rates

Skills in:

  • Use of personal computers and commonly used business software applications such as Word, Excel, and Outlook

  • Verbal and written communication.

Ability to:

  • Perform analytical research

  • Solve analytical problems

  • Prepare and conduct presentations

  • Work effectively with other departments and personnel

  • Work effectively with external customers

  • Work effectively in a team environment

Prefer:

  • Prepare documents detailing and defending various issues

MINIMUM REQUIREMENTS

Education:

Bachelor's degree in Economics, Mathematics, Statistics, Finance, Business Administration, or related field. Prefer: advance degree in a related field.

Experience:

  • Level I – Six months of demonstrated experience performing cost, financial or economic analyses.

  • Level II - Three or more years of professional level work experience performing and presenting detailed economic, financial, cost, or related analyses.

Prefer: Experience conducting analytical research and preparing written and verbal policy positions.

ADDITIONAL INFORMATION

Level I : Primary focus of regulatory activities is internal determination of regulatory policy and strategy. With the level of experience expected at this level, the analyst provides input on policy analyses and strategies, but is not expected to make recommendation. Also at this level, the analyst participates in regulatory and customer interactions but is not the primary representative for IPC. Analysts at this level are developing their presentation skills first within internal groups and committees and later with officers and external groups.

Level II : Regulatory activities are focused on both internal determination of regulatory policy and strategy and on representation of regulatory activities before regulators and other external parties. Analysts at this level are expected to have mastered the technical expertise and to understand the political nature of the regulatory environment such that they make recommendations regarding regulatory policy and strategy. At this level, the analyst represents the Company in regulatory and customer interactions. Analysts at this level have demonstrated presentation skills and are called upon to present and defend issues before regulators, officers, customer groups, and the public.
